MCLEAN, Va., Aug. 27, 2020 (GLOBE NEWSWIRE) — Freddie Mac (OTCQB: FMCC) today extended its nationwide suspension of single-family foreclosures and evictions on mortgages and real estate owned or guaranteed by the company through Dec. 31, 2020. The suspension of evictions applies only to homes owned by Freddie Mac and does not apply to tenants in homes that have not been foreclosed. Made in conjunction with the Federal Housing Finance Agency (FHFA), the announcement extends the timeline of the current foreclosure moratorium, which was set to expire on Aug. 31.

“The extension of our eviction and foreclosure moratorium is just one part of the comprehensive assistance we’re providing borrowers and communities impacted by COVID-19,” said Donna Corley, executive vice president and head of Freddie Mac’s Single-Family business. “We are committed to helping families affected by the pandemic, and we have instructed servicers to work with borrowers who are unable to make their mortgage payments to ensure they are evaluated for a forbearance plan or other appropriate assistance.”

In addition to suspending foreclosure activity and evictions, Freddie Mac has directed servicers to offer COVID-19-related mortgage relief for borrowers, including:

• Providing forbearance for up to 12 months;

• Waiving assessments of penalties or late fees;

• Offering loan modification options to provide mortgage payment relief or keep those payments the same after the forbearance period; and

• Offering a payment deferral solution in which deferred payments will be due at the end of the loan

Borrowers are eligible for forbearance regardless of whether their property is owner occupied, a second home or an investment property.

Borrowers who may be experiencing financial challenges due to COVID-19 are strongly encouraged to contact their mortgage servicer – the company they send their monthly mortgage payment to – so they can explore one of the Freddie Mac workout options.

Fannie Mae: Suspension of Foreclosures and Evictions on Single-Family Mortgages Through Year-End

WASHINGTON, DC – To support households impacted by COVID-19, Fannie Mae (FNMA/OTCQB) today announced an extension of the temporary moratorium on foreclosures and evictions until December 31, 2020. The moratorium, which was previously set to expire on August 31, 2020, is effective immediately and applies to properties with single-family mortgages backed by Fannie Mae. The suspension of evictions applies only to homes owned by Fannie Mae and does not apply to tenants in homes that have not been foreclosed.

“Fannie Mae, along with our lending and servicing partners, remains committed to supporting households who are experiencing job loss, a reduction in work hours or income, or other issues due to COVID-19,” said Malloy Evans, Senior Vice President and Single-Family Chief Credit Officer, Fannie Mae. “With this latest extension of the foreclosure and eviction moratorium, we can continue to help ensure distressed borrowers are able to remain in their homes during this national emergency.”

Under Fannie Mae’s guidelines for single-family mortgages:

• Homeowners who are adversely impacted by the COVID-19 national emergency may request mortgage assistance by contacting their mortgage servicer

• Foreclosure-related activities (except as to vacant or abandoned properties) and evictions of occupants from real estate owned by Fannie Mae are suspended until December 31, 2020

• Homeowners impacted by COVID-19 are eligible for a forbearance plan to reduce or suspend their mortgage payments for up to 12 months

• Servicers must report the status of the mortgage loan to the credit bureaus in accordance with the Fair Credit Reporting Act, including as amended by the CARES Act, for homeowners impacted by COVID-19

  • Homeowners in a forbearance plan will not incur late fees
  • After forbearance, a servicer must work with the borrower on a permanent plan to help maintain or reduce monthly payment amounts as necessary, including a loan modification

Freddie Mac Confirms Disaster Relief Policies As Hurricane Laura Approaches

May 2020 Highlights — Foreclosure Prevention

The Enterprises’ Foreclosure Prevention Actions:

• The Enterprises completed 83,756 foreclosure prevention actions in May, bringing the total to 4,534,370 since the start of the conservatorships in September 2008. Over half of these actions have been permanent loan modifications.

• There were 4,577 permanent loan modifications in May, bringing the total to 2,415,960 since the conservatorships began in September 2008.

• Nineteen percent of modifications in May were modifications with principal forbearance. Modifications with extend-term only accounted for 66 percent of all loan modifications during the month.

• Initiated forbearance plans dropped significantly from 989,594 in April to 392,338 in May. The total number of loans in forbearance plans at the end of May was 1,450,557, representing approximately 5.1% of the total loans serviced.

• There were 286 short sales and deeds-in-lieu of foreclosure completed in May, down 12 percent compared with April 2020.

The Enterprises’ Mortgage Performance:

• The 30-59 days delinquency rate dropped to 2.53 percent, while the serious delinquency rate increased from 0.68 percent at the end of April to 0.86 percent at the end of May.

The Enterprises’ Foreclosures:

• Third-party and foreclosure sales dropped 24 percent from 344 in April to 260 in May due to the suspension of foreclosures.

• Foreclosure starts also dropped from 3,229 in April to 2,316 in May due to the suspension of foreclosures.

May 2020 Highlights — Refinance Activities

• Total refinance volume increased in May to levels last observed in 2013 as mortgage rates fell in previous months. Mortgage rates decreased further in May: the average interest rate on a 30-year fixed rate mortgage fell to 3.23 percent from 3.31 percent in April.

• In May, 14 refinances were completed through the High LTV Refinance Option, bringing total refinances through the High LTV Refinance Option from the inception of the program to 46.

• The percentage of cash-out refinances decreased to 28 percent in May from 30 percent in April. Mortgage rates have continued to fall from the highs observed in 2018, creating more opportunities for non cash-out borrowers to refinance at lower rates and lower their monthly payments.

Foreclosure protection offered to displaced families

WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) today announced it will speed federal disaster assistance to the State of California and provide support to homeowners and low-income renters forced from their homes in areas affected by the wildfires.

On August 22nd, President Trump issued a major disaster declaration for Lake, Monterey, Napa, San Mateo, Santa Cruz, Solano, Sonoma, and Yolo counties.

The President’s declaration allows HUD to offer foreclosure relief and other assistance to certain families living in these counties. HUD is:

Providing immediate foreclosure relief – HUD’s automatic 90-day moratorium on foreclosures of Federal Housing Administration (FHA)-insured home mortgages commenced for the California counties covered under the Presidential declaration on the date of the declaration. For assistance, call your loan servicer or FHA’s Resource Center at 1-800-304-9320;

Making mortgage insurance available – HUD’s Section 203(h) program provides FHA insurance to disaster victims whose homes were destroyed or damaged to such an extent that reconstruction or replacement is necessary and are facing the daunting task of rebuilding or buying another home. Borrowers from participating FHA-approved lenders are eligible for 100 percent financing, including closing costs;

Making insurance available for both mortgages and home rehabilitation – HUD’s Section 203(k) loan program enables those who have lost their homes to finance the purchase or refinance of a house along with its repair through a single mortgage. It also allows homeowners who have damaged houses to finance the rehabilitation of their existing single-family home; and

• Making information on housing providers and HUD programs available – The Department will share information with the Federal Emergency Management Agency (FEMA) and the State on housing providers that may have available units in the impacted counties. This includes Public Housing Agencies and Multi-Family owners. The Department will also connect FEMA and the State to subject matter experts to provide information on HUD programs and providers.

At a Glance

  • Tropical Depression Fourteen is moving through the western Caribbean.
  • It will bring heavy rain and gusty winds to Central America and Mexico Friday into the weekend.
  • This system is expected to emerge in the Gulf of Mexico on Sunday.
  • It is increasingly likely this system could affect parts of the northern or western U.S. Gulf Coast.
Tropical Depression Fourteen is expected to strengthen into a tropical storm later today and will impact parts of Central America and Mexico before reaching the western Gulf of Mexico, where it faces an uncertain future, but could affect parts of the Texas and Louisiana Gulf Coasts next week.

The center of this system is just off the northeastern coast of Honduras. It’s located well to the west of Tropical Storm Laura, which is a separate system tracking through the Atlantic.

Tropical Depression Fourteen is generating widespread showers and thunderstorms along with gusty winds in the western Caribbean Sea, occasionally wrapping into the Cayman Islands, Honduras and Nicaragua.

A turn toward the northwest and a decrease in forward speed is anticipated by Friday afternoon. It will track near the coasts of northern Nicaragua and northeastern Honduras Friday.

Strengthening is likely and it is expected to become a tropical storm later today. The next two Atlantic tropical storm names are Laura and Marco.

A hurricane watch and a tropical storm warning for portions of the eastern Yucatan Peninsula from Punta Herrero northward to Cancun, Mexico.

A tropical storm warning has been issued for parts of northern Honduras and northeast Nicaragua. Tropical storm conditions are expected to spread into these areas Friday morning.

At a Glance

  • Tropical Depression Thirteen is centered several hundred miles east of the Leeward Islands.
  • It could track near the Leeward Islands as a tropical storm with rain and gusty winds later Friday into Saturday.
  • This system might approach the Bahamas, Florida and the Gulf of Mexico early next week.
  • The intensity and track forecast for this system is highly uncertain when it approaches the U.S.
  • It’s too early to determine what, if any, impacts the U.S. mainland may see.

Tropical Depression Thirteen is tracking through the Atlantic and could affect the Leeward Islands and Puerto Rico with rain and gusty winds by this weekend. This system might approach Florida and the Gulf of Mexico by early next week. However, its forecast intensity and track at that time are highly uncertain.

Tropical Depression Thirteen is likely to move rather quickly to the west-northwest over the next few days on the southern periphery of a high-pressure system to its north.

Rainfall and gusty winds from this system could reach parts of the Leeward Islands and Puerto Rico by later Friday into Saturday. Tropical storm conditions are possible in these areas, but that will depend on how much this system intensifies.

Tropical storm watches have been issued for parts of the northern Leeward Islands.
