NO VARIATION TO THE GENERAL REQUIREMENTS.
Install a Kwikset No. 400T, key code 44535 or equivalent on front and rear entry doors. Each living unit within a multiple dwelling must be made accessible by the same entry key, either by rekeying or new deadbolt installation.
Deadbolt locks must be installed above existing entry handle sets. Do not install deadbolt locks within existing handle set bore. Where deadbolts are installed internal strike components from locking must be removed to allow a means to close the door and prevent double locking.
In-ground pools must be partially drained, adequately shocked with concentrated chlorine and covered with an all year mesh safety cover designed to prevent pool entry by children and animals. Requires prior approval.
Ensure pool areas are enclosed with adequate fencing to meet New York State and local requirements. All fence openings must be secured with padlock and/or chain padlock. All pool equipment including water lines, pumps, filters, heaters, etc., must be completely drained to prevent freeze damage. Prior approval not required. All above ground pools must be completely dismantled, removed and disposed of properly.
Emergency board-up of vandalized properties with unsecured openings (windows/doors) that are accessible or open to the elements do not require prior written approval if the cost is less than $250. Subsequent emergency board-up OR any board-up that costs in excess of $250 requires prior written approval.
NOTE: Emergency board-ups must be supported by “before” and “after” photographs.
Broken windowpanes are to be replaced rather than boarded on properties that are otherwise in good repair, except properties where the mortgagee has documented evidence of repeated vandalism.
There is no required thickness of plywood per the guidelines. Ensure that the thickness of plywood being used is documented on the update/bid and that the corresponding allowable amount is used for bidding/invoicing purposes.

Winterize year round, regardless of the month the property is secured. All water lines must be pressure tested for leaks and then completely blown out with compressed air. The mortgagee/contractor should check with the local jurisdiction to determine if there are restrictions on the use of anti-freeze compounds. The mortgagee must note in the comments section of Form HUD-27011A when curb shut-off is not possible and the reason it could not be shut off. Pools - see lock change/securing requirements.
