Memo 1154 Submitting Bids for Cracked or Boarded Windows
HUD guidelines state, "windows must be secured to prevent unauthorized entry and to protect against weather damage." Safeguard requires contractors to submit bids for all cracked or broken windows that are allowing or could allow weather to enter the property and/or cause damage to the window well or property. Additionally, all cracked windows are to be reported even if they do not allow persons or weather to enter the property. HUD guidelines also state, "broken glass should be replaced, unless the opening is to be boarded." A property cannot be placed in convey condition with boarded windows unless it is located in a pre-approved boarding area or M&M permission has been obtained in the form of a signed over allowable form. Therefore, Safeguard requires contractors to submit a bid to reglaze when a window has been boarded per bid approval or by an unknown party. Bids to repair window frames are required to accompany bids to reglaze if the window frame is damaged. All bids to board or reglaze windows must state whether the window is a single or double pane. All broken, jagged glass is to be removed from the window frame prior to boarding or reglazing a window. Photos to support that all broken glass has been removed should be provided to ensure compliance and reduce the number of HUD demand and non-performance letters issued. As with all bids submitted, photo documentation must be provided to support the needed repairs. The M&Ms will deny or return boarding bids that are not accompanied by reglazing bids, and they have indicated they will strongly favor approving bids to repair and reglaze over bids to board.
