#1058 Winterization of Commodes (10/06/03)
It has
come to our attention that many contractors are updating winterizations
as "not completed due to feces/health hazards present
in toilets." We've also seen a number of unnecessary
bids to remove feces.
Effective
10-1-03, we will not accept bids to remove feces from toilets
if there is an open winterization order.
We have
reviewed the HUD guidelines in ML 2002-10, Attachment 7, page
1, and have determined that the language "toilets must
be cleaned before winterization materials are used" means
that feces should be removed at the time the winterization
is performed. When you go to a property to perform a winterization,
be prepared at that time to remove feces from the commode.
Often
this can be done by simply flushing the toilet prior to shutting
off the water supply. Another option is to bring a container
of water with you to flush down toilets containing feces.
Even if the actual removal of feces becomes necessary, our
clients expect the cost of removal to be included in the allowable
winterization cost.
With the
winteriza tion season upon us, it is essential that we safeguard
our clients' interests within the allowable cost guidelines.
