MEMO # 1056 Winterization 2003-2004 (10/06/03)

Winterization season has already begun in some areas of the country. We're striving for a trouble-free season, so we have prepared this memo to emphasize a few important points about winterizations.

It is essential that all our contractors be completely familiar with the winterization requirements under HUD Mortgagee Letter 2002-10. The requirements to complete a wet winterization under the ML 2002-10 include a number of steps that were not previously required.

Please also be sure read each work order in its entirety.

When a full wet winterization per ML 2002-10 can not be performed and a bid to complete the winterization will be required, several of our clients have requested that we immediately perform a basic shutdown (to protect the property) of the wet winterization systems per the ML 97-31 guidelines and follow up with a bid to complete the wet winterization per ML 2002-10.

For all wet winterizations that cannot be completed within the allowable, you must submit a detailed bid to complete the wet winterization. Your detailed bid must include the following items:

Labor cost to drain and pressure-test the system

Material cost to fill the heating system with non-toxic anti-freeze, including the number of gallons required and the unit price

Cost to install the RPZ valve

Cost to start the system (this may include trip charge to meet utility company, outstanding utility fees, or charge to fill a fuel oil system)

If you are not able to complete a dry winterization for the allowable, you must submit a detailed bid for the dry winterization. Please provide an explanation of why the dry winterization could not be completed for the allowable amount.

It is very important that winterization bids reflect reasonable cost for work performed.

You must provide good photo documentation to support the work completed, including photos that demonstrate that the winterization tags are in place on winterized properties. Please note, these photos are necessary to protect you/us and the client.

We have attached sample photos that meet Safeguard's requirements for documentation supporting the completion of winterizations.

WINTERIZATION OF A DOMESTIC SYSTEM

Although our Client/HUD/Investors do not have specific requirements for winterization photo documention, the following photos need to be provided to support that the winterization was properly completed (see attached).

A photo showing hose hooked up to the water heater
If possible, a photo of water running out of tank or hose
A photo showing that the water heater is tagged
Before and after photos of antifreeze being poured into all toilets, sinks, bath tubs, and dishwashers
Photos demonstrating capped and/or disconnected water line/meter
Photo of the lines being blown free of all water
Water softeners must also be drained.
Photos showing evidence of well systems should also be supplied where appropriate.

Any and all damage to plumbing must be documented.

Before shutting off water, if there are feces in the toilet, flush if possible. The removal of feces from toilets is included in the allowable winterization cost.
