MEMO #1002: Wet Winterizations per ML 2002-10 - 9/09/02

It has been brought to our attention that several of our contractors have not been completing wet winterizations per the ML 2002-10 guidelines as issued on 06/21/02.

It is very important that you completely review the new guidelines (http://www.safeguardproperties.com/guidelines/FHA/Winterization/Gr_1.htm) and perform winterizations in compliance with these requirements. Failure to complete work according to the guidelines may results in re-conveyances of properties to our clients. If you have not completed work as required by the guidelines, you may be held responsible for costs associated with such reconveyances.

The new guidelines for completing a wet winterization have changed significantly in most areas. You can no longer just drain the system, pour anti-freeze in the traps and toilets, and shut the water off. The new guidelines now also require pressurization of the system to 50 lbs for a minimum of 30 minutes, installation of a RPZ valve, filling of the boiler and heating loops with non-toxic anti-freeze (propylene-glycol), and return of the heating system to a operating temperature (55 degrees) and pressure.

If you are unable to complete the wet winterization for the allowable in your area, you will need to provide a detailed bid to perform the work.

These new guidelines are effective for all work completed after 06/20/02 (effective start date 06/21/02). Please forward a list of the loan numbers for all properties where you have completed a wet winterization since 06/21/02. We need this information as soon as possible to determine whether the winterizations were completed properly.
