MEMO #1022: REO Clean-up Requirements - 12/12/02

As many of you may already be aware, Safeguard provides its clients with preservation services for their REO properties, including preparing them for sale.

You probably are also aware that maintaining an REO property is significantly different from performing property preservation services pre-sale until a property is conveyed back to the Investor/Insurer. When properties are to be conveyed to the Investor/Insure, our main responsibility is to follow the published guidelines and to preserve and protect the property from deteriorating or suffering any damage until conveyance.

With REO properties, our goal is to enable our clients to market the property to a third party purchaser as quickly as possible. Safeguard's role in the REO process is to ensure, consistent with our client's requirements, that all properties are timely put in marketable condition.

The following provides you with a detailed list of services that must be performed with the initial secure order, to place a property in marketable condition. You may find it helpful to use this memo as a checklist, both when completing work at the property and when preparing your update to Safeguard.

  • Clean all baseboards, doors, light-switch and outlet covers, light fixtures (including
    ceiling fans/blades), and heat and air vents/ducts. Remove any dirty non-washable window covers.

  • Clear cobwebs from ceilings, walls, light fixtures, fans, windows, doors, entryways, porches, and walkways.

  • Clean all kitchen and bathroom countertops, cabinets, and drawers to remove dirt, smudges, grime, and debris. Leave drawers and cabinets open until final inspection.

  • Clean sinks and appliances (inside and out) throughout premises.

  • Clean kitchens and bathrooms thoroughly, including all fixtures and surfaces (toilets, tubs, showers, mirrors, etc.), using a disinfectant cleaner (one that does NOT leave a residue) to remove dirt, grime, mildew, and odor.

  • Clean toilets, toilet bowls, and surrounding areas thoroughly. Tape down toilet seat lids on winterized properties when finished.

  • Clean full-view glass doors at front and rear entries. Clean interior side of glass in windows to remove dirt, grime, fingerprints, tape, stickers, etc. Clean window ledges to remove dirt, smudges, cobwebs, dead insects, and grime.

  • Broom sweep interior floors, wet mop vinyl floors, and vacuum carpeted floors and rugs to present neat appearance. Be sure to include stairs, closets, baseboards, and other hard-to-reach areas.

  • Place one (1) air freshener in every kitchen and one (1) in each bathroom. Pine, lemon, or floral scents are acceptable.

  • Broom sweep porches, garages or carports, and entries leading into property to present a neat appearance.

  • Sweep out fireplaces and/or fireboxes to remove ashes or residue. Close damper.

  • Pick up and properly dispose of ALL debris from interior, including miscellaneous trash on porches and in closets and cabinets.

  • Remove all broken glass from any broken windows and board those windows.

  • Remove and properly dispose of all debris and personal property, unless otherwise instructed by Safeguard.

  • Cut lawn to property edge to a maximum height of 3 inches, or to requirements of local code, or consistent with adjacent/surrounding properties, unless otherwise instructed by Safeguard Properties.

  • Remove and properly dispose of all exterior debris, including abandoned vehicles. Trim shrubs away from roof, walkways, and entrances. Sweep or otherwise clear all paved surfaces. Edge all paved surfaces and trim around all trees, bushes, fences, foundations, and planting beds.

Additional Instructions

  • Waste material, debris, and rubbish MUST be removed from the premises and properly disposed of. YOU MUST NOT USE CITY TRASH PICK-UP SERVICES FOR DEBRIS REMOVAL.
  • Use only environmentally safe cleaners. Use deodorizers and air fresheners that contain lemon, floral, or pine scent.
  • Report any hazardous, unsafe, or unsecure conditions at the property to Safeguard WITHIN 24 HOURS OF DISCOVERY.
  • Prior to leaving property, ensure that all windows and entry doors, including garage doors, are locked.
