    In September the City of Buffalo hosted a forum to address the property "flipping" schemes that have compounded the vacant and abandoned property problem in Buffalo, NY.

    National Property Preservation Conference III
    "It's About Time!" was the theme of the Third Annual Property Preservation Conference held in Washington D.C. in November 2006. The steering committee, key note speakers, and panelists all shared ideas to formulate an agenda designed to reduce conveyance time frames and improve efficiencies in the servicing of loans through foreclosure and transfer of properties. The conference attendees embraced the theme and contributed their viewpoints as to what current issues extend the conveyance timelines. This collaboration led to proposed resolutions and suggested establishment of working groups to work closely with the investors to focus on reducing the inefficiencies in the current processes.

    Safeguard Vendor Conference 2006
    Safeguard held its third annual Vendor Conference. The intent of the conference was to continue Safeguard's contractor training program. More than 350 of Safeguard's contractors nationwide attended the two-day conference.

    Safeguard Properties is the largest privately held field services company in the country.     USFN Fall Regional 2006
    The main topics reviewed during the P&P session were Investor updates, Property preservation guidelines, mortgagee rights, and code compliance. The disaster session provided a review of the challenges faced in the aftermath of Hurricane Katrina and the efforts of the investors and servicers to work with the mortgagors in ensuring the best outcome for damaged properties.  The panel reviewed local updates and insurance issues through Louisiana and Mississippi and helped provide insight to future endeavors and policies.

The workshop was attended by Joseph Schilling, director of research and policy at the National Vacant Properties Campaign in Washington, D.C.

    National Property Preservation Conference 2005 Summary
    Washington, D.C. – All sectors of the mortgage field servicing industry gathered in Washington, D.C. November 16-18 to discuss disaster issues, guidelines and best practices at the National Property Preservation Conference. This was the second annual conference facilitated by Safeguard Properties , and the theme, “We’re all in this together. Let’s make it work!” set the tone for open communication and unity of the different sectors.

    National Property Preservation Conference II
    The second annual National Property Preservation Conference was successful in opening the lines of communication between the servicers and investors. Because this conference took place shortly after Hurricanes Katrina and Rita hit the southern coastal states, a great deal of dialogue took place on items such as disaster relief, moratoriums, loss draft inspections and other related topics.

    Devoted exclusively to preservation issues in default, this year’s conference will focus heavily on the impacts and issues of Katrina. Representatives from HUD, VA, Fannie Mae, FHLMC and MBA are expected to attend, along with numerous city code enforcement departments and other local government organizations.

    USFN Spring Regional 2005 Huntington Beach Code Session Summary
    We opened the session with a PowerPoint presentation by Mark Morrow (from the city of Los Angeles), which highlighted some of the problematic circumstances that the city regularly faces. Mark noted that the city's primary concern is the criminal activity (drug use and distribution, prostitution, arson, gang-related activities, etc.) that vacant and abandoned properties tend to attract.

    HUD Non-Compliance Performance Notification
    As you may be aware, under the new M&M contract, M&Ms are authorized to complete conveyance work that they report the mortgagee has left undone and to claim reimbursement for that work from HUD (see National Property Preservation Conference 2004 HUD Sessions Summary). When this occurs, the M&M will send a "performance letter" to the servicer--not a monetary demand letter as under the old M&M contract, but a letter advising the servicer that performance has failed to meet HUD's guidelines.

    SPI's High Risk Specialist J Nicholas Schwegel attended the Ohio CDC (Community Development Corporations) Association Conference on September 29, 2004 for a segment titled Vacant & Abandoned Properties. SPI had been invited to attend by Judge Raymond Pianka of Cleveland Municipal Court-Housing Division.

    National Property Preservation Conference 2004 November 3-5, 2004 The Mayflower Hotel Washington D.C. REO Magazine will be heading to the nation’s capital to attend the National Property Preservation Conference 2004, hosted by Safeguard Properties Inc.     USFN Regional Default Servicing Seminar
    There is a work group headed by Caroline Reaves of Midland Mortgage, comprised of several servicers and vendors, to solicit the valid concerns of the servicers both as to the preservation guidelines and in dealing with the M&M contractors. Servicers are encouraged to send any comments they may have to Caroline Reaves for inclusion and discussion. Leslie advised that it has been some time since they have met and a conference call should be scheduled in the near future.
